Building System Capacity

The state needs to get behind building capacity for creativity and expansion based on a system that works for people with disabilities. Based upon a beta survey, here are some capacity building issues that need to be discussed. There is a whole host of other issues as well.1. A CILA rate that covers actual costs, including nursing care2. Amend the waiver to allow for rates for individuals with complex medical and behavioral needs3. Payment within 45 days4. Change rules related to administration of medication5. Startup funding for down payments and renovations of homes
